SANRAL PROCUREMENT POLICY

Further to the media release on 24 October 2023 confirming the withdrawal of its Preferential
Procurement Policy ("PPP"), so as to avert lengthy court battles associated thereto, SANRAL confirms
the following:

1.   the PPP is a sub-set of SANRAL's Procurement Policy, which policy itself remains unchanged in
     terms of overall framework, structure, processes, procedures and procurement committees; and

2.   the scoring process in the PPP has always formed part of SANRAL's Procurement Policy and the
     introduction of the PPP intended to further drive meaningful transformation in the construction
     sector following the Constitutional Court judgment that set aside the Preferential Procurement
     Policy Framework Regulations of 2017, thus rendering the previous PPP at SANRAL unlawful.

The Board of SANRAL further confirms that the Procurement Policy framework has not previously
changed, however following the withdrawal of the PPP, the Procurement Policy is now being
amended to exclude the PPP and replace it with an Interim Preferential Procurement Policy once
consultation with relevant stakeholders is finalised.

Any changes to the Procurement Policy will be announced as required in terms of the Debt Listings
Requirements.
