Amendments to the City’s procurement policy

CITY OF JOHANNESBURG METROPOLITAN MUNCIPALITY
(a municipality as described in section 2 of the Local Government Municipal Systems Act, 2000, duly
established in terms of Notice No. 6766, promulgated in the Provincial Gazette Extraordinary of
1 October 2000 in terms of section 12(1) read with section 14(2) of the Local Government: Municipal
Structures Act, 1998, as amended)

AMENDMENTS TO THE CITY'S PROCUREMENT POLICY

Bondholders are hereby advised that the City has undertaken various amendments to its procurement
policy ("Amendments"), which forms part of the City's Supply Chain Management Policy ("Policy").

The Amendments arose pursuant to the City's annual review of the Policy, as required in terms of
section 111 of the Local Government: Municipal Finance Management Act, No. 56 of 2003 ("MFMA")
and relate to, inter alia, the following:

• the inclusion of sections regarding: (i) advertisements, notices and communications to local
  community; (ii) community- based suppliers; (iii) cancellation and re-invitation of bids; (iv) emergency
  dispensation; (v) expediting orders and (vi) vetting of supply chain management employees;
• the correction of language, grammar, punctuation and cross referencing;
• the alignment of procurement processes to the values outlined in the MFMA; and
• the introduction of a hybrid approach (both user and supply chain management) in respect of the
  chairing of bid committees.
